Video and photo files are big and often personal. Instead of uploading them to a server, these tools use the media decoders already built into your browser (WebCodecs) plus a few small open-source libraries. Your files are read from your disk, processed in memory and saved back to your disk. You can check this yourself: load a tool, disconnect from the internet, and it keeps working.
